The National Library of Uganda has the power to allocate international numbers to publishers in Uganda as per the National Library of Uganda Act 2003.

Currently, for  International Standard Serial Number (ISSN), NLU only provides an ADVISORY ROLE. Ugandan publishers can request an ISSN for a serial publication directly from the International ISSN Body by following the process on the address: https://portal.issn.org/requesting-issn to create a publisher account and provide the required information for their journal(s). The process is straightforward and free for them.
