VACANCY ANNOUNCEMENT
The National Library of Uganda (NLU) is a government of Uganda Semi-Autonomous institution mandated to collect, preserve and disseminate Uganda’s Documented Heritage and to oversee the development of libraries in the country. NLU’s Vision is to be a leading institution of excellence in preserving Uganda’s documented heritage and the provision and delivery of library and information services AND its mission is to collect, preserve and disseminate Uganda’s documented heritage and provide professional leadership for the delivery of library and information services to public and community libraries.

Applications are invited from suitably qualified Ugandans to fill the following existing Vacant Positions.:

Position 1: SENIOR ACCOUNTANT
Salary Scale U3(SC)- (14,451,457 – 16,684,564 p.a)

Reporting relationship: Reports to the Director
Main Purpose:
(i) Head of Accounts department
(ii) Responsible for financial transaction
(iii) Supervising the accounts staff
Duties and responsibilities
(i) In charge of Board’s finances under supervision of Director
(ii) Supervision of staff in the Accounts Section
(iii) Control of expenditure
(iv) Signing vouchers and cheques
(v) Preparation of annual estimates/Budgets
(vi) Maintaining of Board’s fixed assets register
(vii) Preparation of annual final accounts
(viii) Responsibilities for Board’s Retirements Benefits schemes and insurance policies
(ix) Any other duties assigned
Qualifications:
Bachelor of Commerce (B.Com) with a bias in Accounting OR Bachelor of Business Administration (BBA) with a bias in Accounting OR Bachelor of Science in Accounting and Finance. Must be Computer knowledgeable and should have a minimum 4 years working experience in a reputable Organisation / Institution. Professional training in. CPA, ACCA etc is an added advantage.
Position 2: LIBRARIAN- REFERENCE SERVICES
Salary Scale U4-Lower (7,216,087 – 9,582,418 p.a)

Duties and Responsibilities:
(i) Selection of Information materials based on the user needs and
requirements;
(ii) Creation & maintenance of information access tools such as catalogues,
indexes, abstracts, and databases;
(iii) Providing user services such as literature searches, CAS, SDI, reference,
photocopy and internet services;
(iv) Receiving & clearing all new acquisitions in the library;
(v) Data entry into database such as KOHA system, spine labeling and proper
shelving;
(vi) Electronic Information Resources provision to users;
(vii) Ensure proportionate use of the library computers and the internet services
in general; Registration of library users and maintenance of receipt books;
(viii) Special responsibility for General Reference and Special collections;
(ix) Charging and discharging of library reference materials.;
(x) Any other duties as signed.

Bachelor of Library and Information Science (BLIS) from a recognized institution
with a minimum of 3 years working experience in a reputable Library service. Must be computer knowledgeable

Position 3: LIBRARIAN- INFORMATION , RESEARCH & EXTENSION SERVICES

Salary Scale U4-Lower (7,216,087 – 9,582,418 p.a)

Main Purpose: Establish possible opportunities of developing library services,
promote libraries, and produce plans for developing library services.

Duties and responsibilities:
i. Carry out research through the internet for possible areas for pilot projects
ii. Write Project proposals following guidelines by donor organizations discovered from the Internet and from NGO’s.
iii. Produce publicity and promotional materials in form of fliers, newspaper articles, etc. for creating library awareness and promote use of the library.
iv. Organize workshops for identified target groups for sensitization about library services and improvement of staff skills.
v. Visit operating public libraries to evaluate performance, and establish problems and management gaps that can be handled by NLU and report back to management to decide on action to be taken.
vi. Give advice and guidance to those running public and community libraries.
viii Any Other duty assigned

Person Specification
Bachelor of Library and Information Science (BLIS) from a recognized institution
with a minimum of 3 years experience in a reputable Library service. Must possess some knowledge of computing

Position 4: LIBRARIAN- TECHNICAL SERVICES DEPARTMENT
(BIBLIOGRAPHIC CONTROL)

Salary Scale U4-Lower (7,216,087 – 9,582,418 p.a)

Reporting Relationship
Reports to the Principal Librarian/Head of TSD

Duties and responsibilities:

i. Deputizing the head of department
ii. Selection and ordering information materials
iii. Classifying, cataloguing and indexing of information materials of the National Library of Uganda
iv. Compiling the National Bibliography of Uganda
v. Compile statistics for Legal Deposit
vi. Allocating ISBN and ISSN to publishers
vii. Ensuring that the processing of information materials of the National Library of Uganda is carried out according to the specifications
viii. Enforcing the legal deposit Act of the National Library of Uganda
ix. Any other duty assigned

Person Specifications

Bachelor of Library and Information Science (BLIS) from a recognized institution
with a minimum of 3 years working experience in a reputable Library service. Must be computer knowledgeable

Position 5: ICT SPECIALIST
Salary Scale U5-Lower (7,216,087 – 9,582,418 p.a)

Reporting Relationship
Reports to the Senior Principal Librarian/Head of Department (TSD)

Duties and responsibilities:
Responsible for:
i. Spearheading the review of NLU’s ICT Policy
ii. Reviewing Local Area and Wide Area Networks of the National Library of Uganda
iii. Carry out systems analysis, design and Upgrades for the National Library in Uganda
iv. Website administration and management
v. Digitization of information materials of the National Library of Uganda
vi. Continuous repairs and maintenance of NLU’s ICT equipment and facilities
vii Troubleshooting of minor IT problem.
viii Any Other duty assigned

Person Specifications
A Bachelor’s degree in computer science OR Information Technology OR Bachelor of Library and Information Science with a post graduate qualification in IT/ Computer Science from a recognized institution. Should have a minimum of 2 years working experience in a reputable institution/ organization.

Position 6: ASSISTANT LIBRARIAN (BIBLIOGRAPHIC CONTROL)
Salary Scale U4-Lower (5,664,943– 7,185,869 p.a)

Reporting Relationship
Reports to the Principal Librarian/Head Technical Services Department

Duties and responsibilities
(i) Sorting and accessioning information materials acquired through Legal Deposit
(ii) Stamping prior to classification and cataloguing of Legal Deposit materials
(iii) Data entry into the databases
(iv) Packing and recording book donations before they are dispatched to IRS
(v) Compiling statistics of book distribution
(vi) Assist in collecting of legal deposit materials from various publishers
(vii) Charging and discharging of library and information materials
(viii) Any Other duty assigned

Qualification
A Diploma in Library and Information Science with a minimum of 1 year working experience in a library

Terms of appointment:
Five (5) year Contract (Renewable upon satisfactory performance) for all positions
